		<description>Personal responsibility is important, but these days the government  seems to excuse all its failings by saying &quot;well the public should do X&quot;. Sure, turn off your taps when brushing your water and there is no need to wash your car every week, but the government has to also take responsibility for the leaks in the mains, the poorly positioned housing developments and contamination of ground water. At the moment they scratch their heads decide there is not enough money to do the work and just tell the public to save water, thereby dodging the issue for another year.

As for horses, I suppose they are, though I was thinking more of that image of an steers skull in the desert, and then that led me to think of that movie where Eastwood is in the desert with the Mexican bandit and the carriage full of dead soldiers (was it The Good, The Bad and The Ugly?)</description>

		<description>Whoa, hold up that horse there now (sounds like horse&#039;s are going to your head lately!!), the authorities providing the water are not the only ones to blame for any water shortages that may occur, yes, there may be lack of planning, and leaky pipes, but, as a nation that does not know much of water shortages, we are very lax about our water conservation / usage also, a little common sense goes a long way to saving a lot of water. Seriously though, it&#039;s a crime, and I thinking criminally negligent, that this country ever has water shortages. If people can live in the desert we should never ever have problems unless people dont do their jobs properly when providing the water.</description>
