Sure, turn off your taps when brushing your water and there is no need to wash your car every week, but the government has to also take responsibility for the leaks in the mains, the poorly positioned housing developments and contamination of ground water. At the moment they scratch their heads decide there is not enough money to do the work and just tell the public to save water, thereby dodging the issue for another year. As for horses, I suppose they are, though I was thinking more of that image of an steers skull in the desert, and then that led me to think of that movie where Eastwood is in the desert with the Mexican bandit and the carriage full of dead soldiers (was it The Good, The Bad and The Ugly?)
