		<description>The bulbs in the lights on top of the Spire keep going out. There are a series of pullies that are supposed to allow the council to lower the lights so the bulbs can be repaired but apparently they were jammed this time. A crane was needed to get to the lights and fix the pullies. Plus while they were there they were supposed to give the Spire a bit of a clean. 

I&#039;ve always wondered why they dont just get some university students to build a Spire climbing cleaning robot as a science project :-)</description>
