		<description>Unfortunately congestion charges in Dublin will be introduced sooner rather than later (within the life time of this government) as they make far more sense than a nation wide carbon tax.  The idea should be to force people to use public transportation and Dublin is the only place where the public transportation alternative exists for the daly commuter (Dublin Bus, Luas, Dart, Metro etc).  In rural areas a carbon tax will simply be a revenue generating tool as there is no public transportation worthy of the name outside the M50.</description>
